Andrew M. Cuomo is a relatively rare bird as a gubernatorial candidate, as he already has executive experience that gives us a window into his thinking and management style.

Specifically, he served as secretary of housing and urban development in the Clinton administration, from 1997 to the first weeks of 2001.
The Department of Housing and Urban Development had more than 10,000 employees, with multiple offices in every state, and presented nearly as many managerial headaches. While Mr. Cuomo did not not face the spectacular fiscal deficits that he would encounter running New York State, he did take over a department that had been plagued for decades by corruption and mismanagement.
